Relating to the energy efficiency performance standards for construction of industrialized housing or buildings.

Bill Analysis

HB 2546 would allow manufacturers or builders of industrialized housing to construct in accordance with energy efficiency performance standards as found in the energy code or a local amendment to the energy code that is applicable to the municipality or county in which state industrialized housing will be located and equally or more stringent than the state energy code.

Vote Recommendation Notes

This bill is permissive and appears to give builders the option to either build to the standards outlined in the state energy code or adhere to local amendments. For these reasons Texas Action remains neutral on HB 2546 as it does not affect our liberty principles.
