The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

HB 252 would include among the required contents of the resource pamphlet that a hospital, birthing center, physician, or midwife provides to the parents of a newborn information from reputable sources regarding the dangers of exposing a child to secondhand smoke, and available resources to assist a person who wants to stop smoking. This bill would also require the Department of State Health Services to make the required information materials in the resource pamphlet available on their website by December 1, 2019.

Vote Recommendation Notes

Texas Action remains neutral on HB 252 because it does not affect our liberty principles. This would merely add language to pamphlets provided by DSHS that hospitals and other entities are already required to give to parents.
