According to the Legislative Budget Board, there would be a negative impact of ($1,559,681) through the biennium ending August 31, 2021.

Bill Analysis

HB 2490 would require the Department of Family and Protective Services (DFPS) to ensure that its case tracking and information management system: (1) locks information related to any stage of service entered in a case narrative in the system by appropriate DFPS staff after approval; (2) after information is locked, prevents modification of the information and allows appropriate individuals to make supplemental entries to the case narrative to update or provide additional information relevant to the case; and (3) for any substantive change to information in the system, requires the identity of the person making the change as well as the change made to be included in the system.

Vote Recommendation Notes

We support HB 2490 which is in alignment with limited government by ensuring that accurate original records are kept. This will prevent original records from later being altered, whether by accident or for malicious purposes.
