According to the Legislative Budget Board, no fiscal impact to the state would be anticipated.

Bill Analysis

HB 2454 would require physicians, advanced practice registered nurses, physician assistants, and dentists to (from among continuing education hours already required) complete not less than two hours of continuing medical education regarding pain management and opioid abuse, including education regarding the reasonable standard of care in prescribing opioids and other addictive controlled substances. After two license renewal periods this requirement would be reduced to not less than two hours every eight years.

Vote Recommendation Notes

Texas Action remains neutral on HB 2454 because it does not affect our liberty principles. This directs the use of continuing education time but does not add new required continuing education time.
