HB 2335 would require the Health and Human Services Commission (HHSC) to collaborate with county judges to create a list of potential locations that meet federal requirements to administer SNAP in person. The bill also requires them to assess the feasibility to being granted any federal waiver regarding accepting benefits online and staffing a full time call center to process SNAP applications. The commission would also be required to consult with the United States Department of Agriculture regarding potential repeal of the "in-person application requirement for supplemental nutrition assistance benefits for victims of a disaster."
The purpose of this bill is to pre-identify sites that meet federal requirements for processing in-person SNAP benefit applications during a disaster while simultaneously seeking to repeal federal rules requiring these applications to be made in-person in order to provide a more efficient and systematic process for intake of these applications during a disaster.
