Bill Analysis

HB 2325 would require the emergency management division to consult with the Texas Department of Emergency Management (TDEM) in order to coordinate state and local efforts in the creation of a 9-1-1 emergency service capable of receiving text messages. The division (TDEM) would also be required to create standards for the use of social media as a communication tool for the government during emergencies. 

Additionally, HB 2325 would require the division to create a mobile app for people to use during disasters so that government agencies can communicate directly with victims and first responders. The division would also be required to study the communications format of first responders, the use of data analytics in disaster management, and develop disaster preparedness community outreach programs. 

Vote Recommendation Notes

Advance planning for disaster management is a legitimate function of state and local government. This bill does not affect our liberty principles and we remain neutral. We do note, however, that we are skeptical of the usefulness of government agencies creating a mobile app for people to use during disasters. Private sector social media apps are widely used by individuals and by government entities. Those apps will almost certainly have wider reach and use, and function better and more reliably, than anything the government is likely to create and deploy.
