Bill Analysis

During a declared emergency or natural disaster, the Federal Emergency Management Agency (FEMA) sometimes purchases trailer homes for use as temporary housing. 

HB 2315 would provide exemptions to certain statutory regulations involving the purchase of a trailer home by the federal government during a natural disaster or other declared emergency. The department of transportation would also be required to automatically issue a statement of ownership of a manufactured home purchased by a federal agency in the circumstances described above. 

Vote Recommendation Notes

Texas Action remains neutral on HB 2315 because it does not promote or violate any of our principles. That being said, this appears to be sound public policy to help make the deployment of temporary housing more efficient.
