Bill Analysis

HB 2214 would require the Texas Department of Licensing and Regulation (TDLR) to review each type of license issued by TDLR to an individual to identify the types for which a significant number of military service members, military veterans, or military spouses submit applications. The purpose of this review would be to reduce bureaucratic delays in the issuance of these licenses.

Vote Recommendation Notes

Texas Action supports HB 2214 for promoting the principles of free markets, limited government and individual liberty.  This bill may help lead to legislation that would ease licensing issuance requirements for military service members, veterans, and spouses.

However, we recommended further amending this bill to review all occupational licensing requirements for all persons, regardless of their status in the aforementioned categories. It would also be prudent to mandate a review every ten years to assess the utility, appropriateness, and proportionality of existing occupational licensure.
