Fiscal Notes

According to the Legislative Budget Board, there would be a negative impact of ($726,990) through the biennium ending August 31, 2021. This cost would be incurred a result of modifications to HHSC's CLASS, CLASSMate, Public and Provider applications auxiliary technology services. 

Bill Analysis

HB 2177 would set fee amounts for child-care facility, child-placing agency, and continuum-of-care residential operation licenses in statute, rather than allow the Health & Human Services Commission to set the fees by rule, and repeal provisions subjecting those licenses to expiration and required renewal.

Vote Recommendation Notes

Texas Action supports HB 2177 because it alleviates license renewal burdens for child-care facilities, child-placing agencies, and continuum-of-care operations that are in good standing. Additionally, HB 2177 removes administrative discretion toward licensing fees in favor of the fee defined in statute, giving business owners clearer knowledge of their compliance costs with state authorities.
