The Bell County Water Control and Improvement District 1 (WCID 1) is a wholesale water entity found in Killeen that sells water to Bell County, as well as some surrounding areas. HB 2105 would expand representation on the board to the total area served, rather than just residents of the City of Killeen, among other board changes.
Texas Action remains neutral on HB 2105 as it does not affect our liberty principles.
