No significant fiscal implication to the State is anticipated.
Bill Analysis
HB 1964 would exempt the application process for an amendment
on a water right as long as the case has met other requirements under the
authority of Texas Commission on Environmental Quality (TCEQ). This bill would
provide for exceptions in the event the case was under review by TCEQ. HB 1964
would also mandate that the determinations for the cases under review be made by the
Executive Director of TCEQ, which would require an additional administrative review.
