The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
HB 1938 would increase the fee for a commercial driver's license from $60 to $96 and increase the renewal period from 5 years to 8 for most applicants. The fee for commercial driver's licenses with a hazardous materials endorsement would be $60 and the renewal period would be 5 years after person's next birthday. The bill also prescribes the renewal period for expired commercial drivers licenses depending on the length of time they have been expired.
Typically we would oppose a fee increase for the issuance and renewal of a drivers license. In this case, the fee increase is offset by the increased renewal period. There is no net cost to the increase, as the per year cost of a commercial drivers license would continue to be $12. However, there would be a benefit to license holders by not having to renew as often. This benefits individual liberty and limited government. For these reasons we support HB 1938.
