Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related Funds for HB 1930, As Introduced: a negative impact of $3,821,032 through the biennium ending August 31, 2021. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

HB 1930 would allow the Texas Juvenile Justice Board to establish a charter school to educate children previously adjudicated as having engaged in conduct indicating a need for supervision or delinquent conduct. The school may only be established in a county that has between 250,000 and 270,000 residents and is within 100 miles of the board's office. (Jefferson County)

The goals of the charter school would be to enable students to: achieve high academic standards in secondary education, participate in the workforce, join the military; and enroll in postsecondary education. The school would also seek to maintain safe communities, reduce future adverse involvement in the criminal justice system and contribute to the prosperity and welfare of this state. The charter school would be required to develop an academic achievement plan.

Provisions of the Education Code usually applying to charter schools would not apply to this charter school unless specifically stated. 

Vote Recommendation Notes

While we do not see a liberty-principle connection with this bill, this does appear to be solid public policy to address the educational needs of a unique student population.
