Bill Analysis

HB 1915 would amend Subtitle D, Title 2, Health and Safety Code, by adding Chapter 99 for the creation of a state plan for education on and treatment of Alzheimer's disease and related disorders. The bill would require the Department of State Health Services to seek comments from interested parties, review and modify the state plan at least once every five years, and submit a report to the legislature no later than September 1 each even-numbered year.

Vote Recommendation Notes

Texas Action is opposed to HB 1915 because it violates the principle of limited government. It is not the proper role of state government to address this issue which is best addressed by private, philanthropic organizations and relevant professional associations within the medical community. It is also worth noting that the federal government has already instituted a national plan to combat Alzheimer's. Information on that program can be found here. HB 1915 violates the principle of limited government by instituting a new program outside of the proper core function of state government and duplicating efforts already being undertaken by the federal government and private charitable organizations.
