Relating to procedures for the alternative assessment of certain public school students that receive special education services and alternative accountability plans for certain campuses serving students that receive special education services.
No fiscal implication to the State is anticipated.
HB 1906 would allow parents of a student with a significant cognitive disability to request that the student be exempt from taking an alternative assessment instrument. A dismissal committee would determine whether to grant the exemption and whether there is another assessment instrument available to assess the student's progress.
Additionally, this bill would require the commissioner of the Texas Education Agency to create an alternative assessment method for each applicable subject for students who are exempt from alternative assessments. This bill would also require the commissioner to create guidelines for accountability standards to Specialized Support Campuses, in which the campuses submit their own accountability plans to the TEA based on the guidelines.
