HB 1784 would make a variety of updates to promote state records and data storage management. Among other things, the bill would create a State Information Governance Coordinator in The Texas State Library and Archives Commission (TSLAC) to improve and assist with the records management programs of state agencies. The bill would also rename the Statewide Data Coordinator position in the Department of Information Resources to Chief Data Officer and would expand the role to assist the Department in developing a data portal for use by state agencies. The bill would additionally require state agencies with more than 150 full-time employees to designate data management officers to coordinate with the chief data officer.
Finally, the bill would require TSLAC to maintain and operate a digital repository for the preservation of and access to permanently valuable archival state records and publications, and to develop a strategy for state agencies to transper appropriate archival state records that are in electronic format to TSLAC for inclusion in the digital repository.
