Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related Funds for HB1755, Committee Report 1st House, Substituted: a negative impact of ($23,490) through the biennium ending August 31, 2021. Additionally, a negative impact of $15.4 million to other state funds is anticipated through the biennium ending August 31, 2021. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 1755 would allow assembled vehicles (vehicles assembled by a person other than a manufacturer from assembly kits and various parts etc.) to be titled and registered by the Texas Department of Motor Vehicles pending an application submitted by the owner of the vehicle.  The Department would be able to refuse the registration of any assembled vehicle that is found to be unsafe or otherwise unfit to be operated on public roads. 

Vote Recommendation Notes

Texas Action supports HB 1755 for promoting the principles of limited government, individual liberty and property rights. This bill will help to restore the ability of assembled vehicle owners to register and title their vehicles, as they used to be able to do before the Department of Motor Vehicles changed rules regarding assembled vehicles in 2014. Drivers should be allowed to drive their vehicles on public roads as long as they do not present a danger to other drivers. This bill will help to ensure that drivers can legally operate their vehicles regardless of whether they are assembled by a manufacturer or someone else.
