Relating to the mediation of the settlement of certain health benefit claims involving balance billing by out-of-network laboratories.

Under current law, there is a mediation system for patients who receive certain "surprise" medical bills.
HB 1742 would allow enrollees to use the mediation system for certain bills from out-of-network laboratories. This would apply to a laboratory service if: (1) the specimen evaluated by the laboratory is collected at the office of a health care practitioner who is a preferred provider or has a contract with the administrator, or at a facility that is a preferred provider or that has a contract with the administrator; and (2) the laboratory is an out-of-network laboratory.
Texas Action is neutral on HB 1742 because it does not affect our liberty principles.
