Bill Analysis

HB 1709 would amend Section 25.007(b), Education Code, to incorporate more detailed language concerning the appointment, responsibilities, and obligations of surrogate parents towards homeless children in the conservatorship of the Department of Family and Protective Services. HB 1709 would give the surrogate more authority in decision making regarding the child's education. The bill would also require a court to review the actions of a court appointed surrogate, and if they are not able to perform the actions they are given, DFPS would be notified.

Vote Recommendation Notes

Texas Action remains neutral on HB 1709 as it does not affect any of our liberty principles.
