Bill Analysis

HB 1681 would allow for a local law enforcement agency to create a peer assistance program (including a chaplain program) to provide peer counseling to agency employees. The bill lays out the parameters of the program, provides for employees to report other employees they know or suspect to have been affected by difficulty or tragedy to report the employee's name and relevant information to the peer assistance program. The bill provides for confidentiality with respect to information, reports, or records made or gathered in connection with the peer assistance program. The bill provides immunity from civil liability for a person who "in good faith reports information or takes action in connection with a peer assistance program."
