Relating to increasing and improving the mental health and substance use disorder workforce in this state and increasing the capacity of local mental health authorities to provide access to mental health services in certain counties.

Fiscal Notes

Depending upon the recommendations of the comprehensive plan to increase and improve the workforce in this state that serves individuals with mental health and substance use issues, there may be an indeterminate negative fiscal impact to the state.

Bill Analysis

HB 1669 would require the Health and Human Services Commission (HHSC) to develop and implement a comprehensive plan to increase and improve the workforce in this state to serve persons with mental health and substance use issues. In developing the plan, the commission would analyze and consider available studies, reports, and recommendations regarding that segment of the workforce in this state or elsewhere.  

This bill would also require HHSC to use existing resources for an initiative to increase mental health services capacity in rural areas. 

Vote Recommendation Notes

We oppose HB 1669 which is inconsistent with the principle of limited government. It is not the proper responsibility of state government to develop and implement a comprehensive plan to improve workforce participation of any particular group of people. This is a role better filled by charitable organizations and non-government entities.
