The bill would make no appropriation but could provide the legal basis for an appropriation of
funds to implement the provisions of the bill.
HB 1504 would amend multiple statutes concerning the operations of the Texas Medical Board. Examples would include the creation of board member training materials and additional persons, the expedition of licensing for certain out-of-state applicants, the creation of a memorandum of understanding, and the obtaining the criminal history of applicants. The bill would also provide clarification for the judicial review process for certain findings during an investigation. Furthermore, the bill would establish a certification process for a radiology assistant under the supervision of the Texas Medical Board.
HB 1504 would provide for the continuation of the Texas Medical Board and authorize a fee.
Texas Action remains neutral on HB 1504 because it moves in the right direction on some licensing issues but the wrong direction on others. We support providing an expedited process to license people who have been licensed in another state. An even better option would be to recognize out of state licenses as Arizona has just implemented. On the other hand we oppose new fingerprint based background check requirements.
