Bill Analysis

HB 1215 would allow the Texas Department of Housing and Community Affairs (TDHCA) to require as part of the threshold criteria under a qualified allocation plan for the low-income housing tax credit program that a proposed development satisfy certain criteria relating to educational quality.

Vote Recommendation Notes

Texas Action remains neutral on HB 1215 because it does not affect our liberty principles. Without commenting on the underlying program itself, we note that it is within the proper scope of legislative authority to set the qualifying requirements for programs it creates.
