There would be an indeterminate, but significant, fiscal impact to the bill, due to the unavailability of certain fiscal estimates associated with the transfer of the driver license program.

Bill Analysis

HB 11 would transfer operation of the driver's licensing program and related responsibilities from the Texas Department of Public Safety to the Texas Department of Motor Vehicles.

Texas Action remains neutral on HB 11 as it does not affect our liberty principles.
