There are certain places where the lawful carry of a handgun is prohibited during normal circumstances. HB 1177 would temporarily waive some of those prohibitions during a mandatory evacuation order during a disaster. This is to protect individuals exercising their constitutional rights under the 2nd Amendment from being accidentally criminalized by circumstances of a mandatory evacuation order leading to their carrying a handgun in a place where it would ordinarily be a criminal offense to do so.
