participation programs in certain counties.

HB 1142 would allow certain counties (counties with a population between 125,000 and 140,000 which are not served by a public hospital or hospital district and are not adjacent to a population with one million+ population) to create a Local Provider Participation Fund (LPPF) to collect mandatory payments based on paying hospital net patient revenue to provide the non-federal share of a Medicaid supplemental payment program.
Under this bill, money deposited to the fund may only be used to:
The county commissioners court may not authorize the county to collect a mandatory payment authorized under this chapter without an affirmative vote of a majority of the members of the commissioners court.
Texas Action remains neutral on HB 1142 as it does not affect our liberty principles. Since this is largely a local issue that does not increase the cost of government or public debt, we are neutral on this legislation.
