No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 1130 would create a "Register to Vote" specialty license plate, and after deduction of administrative costs, require the remainder of the fee for issuance of the license plates to be used only by the secretary of state for Project V.O.T.E. or a successor voter education program.

Vote Recommendation Notes

Texas Action remains neutral on HB 1130 as it does not have any effect on our liberty principles.
