The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
HB 102 would modify the teacher mentor program which is provided for under the Education Code. This bill would add certain requirements for teacher mentors in order to make the program more effective. The bill establishes qualifications for mentors and establishes a framework for what methods to use to be an effective mentor. The bill would establish minimum meeting time per semester and topics which must be included in the meetings. The bill would provide for an allotment for participating school districts to pay a stipend to teachers who agree to be mentors.
We originally opposed this legislation as being overly-prescriptive. The bill author offered a floor amendment to implement some flexibility which in our view improved the bill, will improve the teacher mentor program, and will lead to better teacher retention rates and help young teachers become great teachers. We support HB 102 as amended passed by the House on second reading.
