Bill Analysis

Under the Education Code, current statute permits a school district to provide a character education program. HB 1026 would update this statute to require the State Board of Education to integrate positive character traits into the essential knowledge and skills for grades K-12. Specific character traits that must be included in the curriculum are specified in statute; this bill adds gratitude to this list. 

School districts and open-enrollment charter schools would be required to adopt an education program that includes the specified positive character traits enumerated in statute. 

It is important to note that the statute specifically prohibits a character education program from authorizing proselytizing or indoctrinating concerning any specific religious or political belief.
