Estimated Two-year Net Impact to General Revenue Related Funds for HB30, As Introduced: an impact of $0 through the biennium ending August 31, 2019

H.B. 30 takes effect only if the 85th Legislature, 1st Called Session, 2017, enacts the following and the bills become law: H.B. 21, or another bill that improves equity in and reduces the amount of school property tax revenue subject to recapture under the public school finance 85S1 1897 17.207.281 2 system and increases the state's share of FSP funding, and a bill authorizing the deferral of the August 2019 FSP payment to school districts. If such bills do not become law, H.B. 30 has no effect.

Bill Analysis

This is a contingency appropriations bill which would only take effect if HB 21 and a bill authorizing deferral of the August 2019 Foundation School Program payment are enacted.

Vote Recommendation Notes

Because we oppose HB 21 as an insufficient attempt to reform our public school finance system consistent with the principle of limited government, we also oppose the HB 30 which would implement the funding called for in HB 21.
