Bill Analysis
This legislation would appropriate $34,180,000 from the economic stabilization fund
and $44,977,018 from federal funds for the state fiscal year ending
August 31, 2018; and $35,995,000 from the economic stabilization fund
and $48,262,959 from federal funds for the state fiscal year ending
August 31, 2019 to the Health and Human Services Commission for the purpose of increasing reimbursement rates for Medicaid acute care therapy services.
Vote Recommendation Notes
This legislation would violate the principle of limited government by growing the size and scope of government and by raiding the economic stabilization fund for a purpose other than that for which it was intended. For these reasons we oppose HB 25. A better way to increase Medicaid reimbursement rates would be to reduce administrative, regulatory, and compliance costs and redirect those savings to reimbursement for services.
