Bill Caption
Relating to health plan and health benefit plan coverage for elective abortion.
Fiscal Notes
No significant fiscal implication to the State is anticipated.
Bill Analysis
This bill would stipulate that, subject to certain conditions, a health benefit plan may provide coverage for elective abortions only if that coverage is provided separately from other health benefit plan coverage, the enrollee pays the premium coverage for elective abortion separately and in addition to the premium for other health benefit plan coverage, and the enrollee agrees in writing separately to the elective abortion coverage. The bill would prohibit an insurer from providing a premium discount from other coverage on the basis that the insured has coverage for elective abortion. A health benefit plan issuer would be required to notify a person at the time of enrollment that abortion coverage is not required and that elective abortion coverage is optional and separate from other health benefit plan coverage.
Vote Recommendation Notes
This bill deals primarily with a social issue. Texas Action does not make vote recommendations on social issues, therefore we remain neutral.
