a negative impact of ($5,130,000) through the biennium ending August 31, 2019.
The bill would make no appropriation but could provide the legal basis for an appropriation of
funds to implement the provisions of the bill.
Bill Analysis
This bill would allow an appraisal review board to lower the appraised property tax value of a residence homestead for certain years to the actual sales price at which the house sold. Certain qualifying conditions would be required for a home's appraised value to be lowered under the authority this bill would provide.
Vote Recommendation Notes
This bill supports our principles of limited government and property rights. A home being taxed at a value above the actual market value based on sales price is being over taxed. Appraised values that are significantly out of sync with actual market value should be reduced to prevent over taxation. For these reasons we support this legislation.
