Bill Analysis
SJR 43 would prohibit the legislature from appropriating money to a local public retirement system to pay for any debts or other obligations, as the state would not be liable for them should this resolution pass.
Vote Recommendation Notes
Texas Action supports this resolution. SJR 43 supports our principles of limited government and personal responsibility by prohibiting the use of state funds for local uses. It is not the responsibility of state government to fund local retirement systems as these funds should be used for broader and more essential functions. Taxpayers of a certain region should not be burdened with the obligations of a completely different region where they would see no benefit for their spent tax dollars. The principle of taxation is so the taxpayer can transparently benefit from the taxes they pay. Due to these beneficially restrictive provisions, we support this resolution.
