Bill Caption

Proposing a constitutional amendment prohibiting a tax on the sale or purchase of water at wholesale.

Fiscal Notes

No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $114,369.

Bill Analysis

Under current law, the legislature is authorized to impose sales taxes. SJR 36 would propose a constitutional amendment on the November 7 ballot that would prohibit the legislature from imposing taxes on the sale or purchase of water at wholesale.

Vote Recommendation Notes

This bill supports the principles of limited government and the free market by preventing state tax intervention in wholesale water transactions. For this reason, we support SJR 36.
