Relating to a sexual assault policy at public and private institutions of higher education.

Bill Analysis

Under current law, public institutions of higher education are required to create a policy prohibiting campus sexual assault. SB 970 would expand these requirements to include private and independent higher education institutions and would require each one to develop and implement a public awareness campaign to inform students and employees of the institution of the sexual assault policy.

Vote Recommendation Notes

While the committee substitute to SB 970 is far less objectionable than the original version as filed, this bill violates the principles of limited government by imposing a mandate on private institutions. If the bill were amended so that it pertained only to public universities, we would withdraw our objection. As the bill currently stands, we oppose SB 970.
