Bill Analysis
SB 959 would execute an interstate compact for a balanced budget. The compact would introduce a balanced budget amendment which details its guidelines. This bill would establish a commission and administrator for the compact to oversee its coordination, operation, funding, and enforcement. The compact would require each member state to apply to Congress for the calling of a convention for the ratification of the Balance Budget Amendment. Procedures would be created for: membership in the compact; withdrawal from the compact; the appointment and responsibility of delegates for the convention; and convention and compact rules.
