Bill Analysis

This bill would allow the owner of a motor vehicle to transfer it to a designated beneficiary upon the owner's death. If there is joint ownership on the vehicle, all joint owners must designate the beneficiary. The designated beneficiary will be subject to all encumbrances, assignments, contracts, liens, and other interests related to the vehicle. This bill would specify the designation and transfer process.

SB 869 upholds our principles of individual liberty and property rights by creating a method for the legal transfer of motor vehicle property upon death without requiring the property to go through probate.We support SB 869.
