Bill Analysis

Under current law, groundwater conservation districts are required to have at least two directors sign all disbursements. SB 865 would exempt this requirement in situations involving a federal reserve wire transfer or electronic transfers. In addition, the board may authorize payroll disbursements by electronic direct deposit.

The practical impact of the changes proposed under Sb 865 would be to allow for groundwater conservation districts to use online bill pay and direct payroll deposit for employees. This bill supports the principle of limited government by making provision for more efficient financial operation in groundwater conservation districts. For this reason, we support SB 865.
