No significant fiscal implication to the state is anticipated.

Bill Analysis

SB 80 would make a multitude of changes to various government reporting requirements with these to take note of:

• The Educational Economic Policy Center would no longer be required to provide annual progress reports to the governor, legislative budget board, and commissioner of education on the efficiency of the public-school system and the effectiveness of instructional methods.
• The Health and Human Services Commission (HHSC) would replace the System of Care Consortium as the entity which reports on systems of care services for certain children are submitted.
• Agencies would no longer be required to submit strategic plans to the Sunset Advisory Commission.
• Information from programs implemented by the state energy conservation office would no longer be included in the Public Utilities Commission's annual report
• The executive commissioner of HHSC would no longer be required submit a report to the Legislative Budget Board that specifies certain information regarding adjustments to Medicaid capitation payments to Medicaid managed care organizations before HHSC makes any capitation payments. 

Vote Recommendation Notes

In general we support reporting requirements because they help keep government accountable. However, not all reporting requirements are beneficial if they happen to be outdated or redundant. Each year the Texas State Library and Archives Commission surveys state agencies for reporting requirements that are redundant and do not contain helpful information. This bill works in conjunction to abolish these redundant requirements, which improves the efficiency of government. We support SB 80.
