Relating to the disposition of state surplus or salvage data processing equipment by the Texas Department of Criminal Justice.

No significant fiscal implication to the State is anticipated.
Bill Analysis
Under current law, the Department of Criminal Justice is permitted to sell repaired or refurbished surplus or salvage data processing equipment to a school district, a state agency, or a political subdivision (in that order of preference). SB 78 would add to the end of the list certain statewide organizations or local volunteer advocate programs so that the equipment can be used by minors in foster care.
Vote Recommendation Notes
While state is well within its authority to determine how it disposes of surplus property this bill does not have a connection to our liberty principles and we remain neutral on SB 78.
