Bill Analysis
Under current law, an administrative head at a state agency can grant emergency leave for any reason they deem as good cause. SB 73 would require state agencies to adopt a clear policy governing employee leave and for that policy to be published on the agency’s website. Reports would be sent to the comptroller regarding employees granted more than 32 hours of emergency leave, why they were granted leave, and how long they were gone.
Vote Recommendation Notes
This bill supports limited government by creating greater accountability and transparency in our state agencies with respect to emergency leave. For this reason, we support SB 73.
