Bill Analysis

Under current law, municipalities are authorized to create fees for a privilege, service, authorization, permit, license, registration, certification, filing, or other municipal action. SB 737 would require more clear reporting about changes to fees or the introduction of new fees in budget proposals; require separate approval for the appropriations of revenue from new or changed fees; and would require the creation of an email notification service individuals can subscribe to regarding new or changed fees, budget proposals, and public hearings.

Vote Recommendation Notes

This bill supports the principle of limited government by requiring greater transparency and accountability in communications concerning new or changed fees as well as the allocation of revenues from such fees. For this reason, we support SB 737.
