Bill Analysis
SB 735 would amend the Utilities Code to require the Public Utilities Commission (PUC) to establish a schedule requiring an electric utility to make filings with the commission to modify or review a base rate charge on the basis of the period since the last review or if the utility has earned more than the authorized rate of return. Utilities would now be permitted to change rates more than four times between
base rate proceedings.

Because this bill would largely enact procedural changes that deals with how companies can adjust their rates, up or down, we will remain neutral as it has no substantive impact on our principles.
