Bill Caption

Relating to the appeal through binding arbitration of certain appraisal review board orders.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

Under current law, one of the requirements for a property to be eligible for appeal through binding arbitration is for the property value to be $3 million or less. SB 731 would revise the requirement by raising the eligible property value to be $5 million or less. New amounts for appeal request fees and arbitration fees are included to accompany the higher range of property values.

Vote Recommendation Notes

Texas Action supports this bill. SB 731 upholds our principles of property rights and individual liberty by giving a larger segment of property owners the right to appeal an appraisal through binding arbitration.
