        Bill Analysis
        SB 715 would move in the direction of ending forced annexation by placing significant limitations on the abilities of certain municipalities to use annexation to expand their boundaries and jurisdiction. This bill would prohibit municipalities in certain counties from using annexation for limited purposes such as to apply their planning, zoning, and health and safety ordinances in the annexed areas. The bill also would require a higher degree of consent to annexation in certain situations.
     
    
        
        
Vote Recommendation Notes
        This bill enhances our individual property, limited government and property rights principles by taking measures to reign in power of local governments to annex certain areas and give more control to stakeholders in the annexation. Forced annexation has numerous liberty-infringing consequences. We support SB 715.
