Bill Analysis

Under current law, the state can enter into contracts to repair, reconstruct, replace, expand, operate, and maintain water projects. SB 675 is a local bill that would establish which municipalities qualify to enter into these contracts; clarify that these contracts are payable from a pledge of utility revenues (not from ad valorem taxes). Otherwise, the details of the utility development contract are largely left to the discretion of the municipality involved.
