No significant fiscal implication to the State is anticipated.
Bill Analysis
Under current law, a municipality must hold a hearing before the adoption of a new national model building code if five or more persons submit a written request. SB 636 would require these hearings to occur regardless of written requests and would also require the governing body to publish a cost-benefit analysis that analyzes impact on the local economy, tax revenue, other development, and provides evidence that this proposal will solve cited problems.
Vote Recommendation Notes
This bill supports the principles of limited government and private property rights by requiring a governing body to always hold hearings as well as present analysis and evidence before the adoption of a new national model building code. For this reason, we support SB 636.
