No significant fiscal implication to the State is anticipated.

Bill Analysis

Under current law, state agencies and institutions of higher education are required to create long-term plans and strategies with regard to energy and resource conservation, planning, and reporting. SB 59 would remove this requirement. The state energy conservation office, however, would still be required to provide assistance to state agencies and educational institutions in preparing comprehensive energy and water management plans.
