Bill Analysis

SB 591 would amend the Government Code to require the Texas Veterans Commission to conduct a community outreach campaign to provide information to increase awareness of benefits and services available to veterans. The campaign would be funded through solicited gifts and grants.

Vote Recommendation Notes

Subsection (c) of this bill, in our view invalidates the very purpose of this bill. This section states that "The commission shall collaborate with, and may contract with, community-based, nonprofit, or private organization to implement the community outreach campaign". This demonstrates that there are already private solutions to making veterans aware of the programs available to them. Thus making a program by the state conducting the same activity unnecessary and duplicative. For these reasons, we oppose SB 591.
